WILLIAM G. PANZER, Esq.

Bill Panzer has been practicing law in the Bay Area for over twenty years,
specializing in cannabis defense. He is a co-author of California's Prop 215,
"The Compassionate Use Act of 1996". In his practice he has represented
patients, growers, and medical cannabis dispensaries throughout California in
state and federal court, at both the trial and appellate level. His past
clients include both the first Prop. 215 defendant, and the defendant in the
largest Prop. 215 trial to date-899 plants, 16 lbs. of processed cannabis, and
1.5 lbs. of hashish-who was acquitted of all charges. He has lectured at
numerous legal seminars, conferences and other events on cannabis law and
related issues. He is on the Board of Directors for NORML and California
NORML. A member of the NORML Legal Committee for over twenty years, Bill is a
former winner of the NORML "Al Horn Award" and a two time winner of the Sonoma
Alliance for Medical Marijuana's "Compassion In Action Award", as well as
former High Times Magazine "Freedom Fighter of the Month".

MATTHEW KUMIN, Esq.
Matt Kumin is a civil rights litigator and a business attorney. Since 1996,
Matt has also counseled thousands of patients, caregivers, doctors, managers
and board members of cooperatives on California and Federal legal issues
relating to medical cannabis. He was lead attorney in CHAMP v. Commissioner
Of The Internal Revenue Service, 128 T.C. No. 14(2007), a ground breaking,
national impact case, which challenged the IRS's position that dispensaries
could not take any deductions. The victory in that case allowed cannabis
dispensaries to deduct most of their expenses so long as they also operated a
care-giving operation. He is co-counsel with Bill Panzer in the first case in
California to use an equal protection theory to challenge restrictive zoning
laws prohibiting dispensaries. Since 2004, Matt has helped establish over 50
statutory cooperatives in California. He has also spoken throughout the
country on numerous topics relating to medical cannabis including the defense
to federal charges of cultivation and distribution under the Religious Freedom
Restoration Act. He has been consulted by various government agencies about
medical cannabis policy including the California Department of Probation.
Matt has clients throughout the many states that have enacted a medical
cannabis law.
