Leno Resolution Urges Congress to Stop Federal War on Prop. 215
Sacramento. The state
legislature approved a resolution by Assemblyman Mark Leno (D - SF) condemning
the DEA's medical marijuana raids in California and calling on Congress to pass
legislation allowing states to legalize medical marijuana. The resolution,
AJR 13, passed the Assembly 41- 32 and the Senate 21-15.
The resolution, which Leno
says was inspired by the Rosenthal trial, denounces the federal government's
ongoing attacks on medical marijuana patients, caregivers and physicians. It
calls on Congress to take steps to halt the Justice Department's attack on Prop.
215, in specific:
- Pass
legislation authorizing states to legally regulate medical marijuana, as proposed
in Rep. Barney Frank's "States' Right to Medical
Marijuana" bill.

Amend the Controlled Substances Act to allow for a medical necessity defense,
as proposed by in a bill by Rep. Sam Farr, Lynn Woolsey,
and Dana Rohrabacher.
- Investigate federal
budget allocations to the Department of Justice that are being used to attack
medical marijuana and Prop. 215.
Leno announced that he is
circulating AJR 13 to the governors and legislative leaders of nine other states
with medical marijuana laws urging them to follow California's example.
A JR 13 was based on a letter signed by 50 state legislators denouncing the
federal raids on medical marijuana. Legislators who signed Leno's letter
